LAG Society for Rural Development of the Land between Snežnik and Nanos


PUBLISHED ANNUAL ACTION PLAN 2009 – IMPLEMENTATION PROJECTS:

The Local Action Group Society for Rural Development of the Land between Snežnik and Nanos duly submitted (at the end of February 2009) the Annual Action Plan 2009 to the Ministry of Agriculture, Forestry and Food. The document specifies implementation projects in the area of the LAG co-financed by the Ministry through the Leader programme. The Annual Action Plan comprises 15 implementation projects and 2 cooperation projects totalling € 399,768.89.

The procedure for adopting the Annual Action Plan was initiated in November 2008 by a public invitation to submit projects to which we received 15 projects, mostly from the private sector. The project assessment panel proposed 12 projects for implementation to which three municipal projects were added in the procedure. The basic guidelines for project approval were in line with the local development strategy of the area and were development-oriented with priority given to projects that received better grade. The panel and the Managing Board which approved the project selection at its 7th meeting paid special attention to private sector projects as a way to underline the bottom-up approach to development of the area – starting from the private initiative. There were some problems in the assessment process as the project preparation was of somewhat poor and differing quality so a lot of work was needed on coordination and preparation for submitting to the Ministry of Agriculture, Forestry and Food. The preparations for the next annual action plan, for 2010, will be significantly different and more focused than before.

The Society is pleased with response from people in the area as the Annual Action Plan includes a few interesting projects promising to bring additional development potential to the area. Finally yet importantly, € 372,788.00 will be invested in the area through the Leader programme in 2009 of which LEADER funds and private funding amount to € 164,710.95 and € 208,077.14, respectively. Because of late approval of the Annual Action Plan 2008 (approved only on February 4th, 2009), the majority of projects was brought forward to 2009 so that the total amount reaches € 769,139.00 of which LEADER funds equal € 314,185.00.

We will implement interregional and international cooperation projects for the first time in 2009. We will cooperate with the neighbouring LAG of Karst and Brkini and the LAG of Karst from Trieste/Trst (Nabrežina) in implementation of the project "Linking border farm fairs" aimed at enabling farmers from the area access to the biggest possible market for their products. For that purpose we will hold 12 fairs annually upon various events and in the entire area of the three local action groups. We have joined forces with the LAG of Karst and Brkini in preparation of the project “Promotion of tourist farms of Brkini and Karst” with the main goal of linking tourist, excursion and fruit-producing farms in the common area of Brkini and Karst. Our budget for the two projects is € 26,980.80 of which LEADER funds total € 17,987.20 and private (and municipal) funds € 8,993.60.
